Regions are spending as they can

Prosecutor General's Office has identified a large number of violations in the activities of local authorities - regional regulations often do not comply with federal, misuse of budget funds distributed. However, many of the violations do not occur in bad faith, but because of the low professional level or budget deficit. However, this does not prevent officials spend millions on expensive goods and services, experts say.
